The social scientist cautioned the Central Electoral Board (JCE) to let organizations such as the Organization of American States (OAS) be Haiti’s advisor on electoral issues.

He note that if the Dominican government can offer some technical and technological support, it should do so through inter-American and regional bodies. "With great care and tact so it cannot be said that there’s some kind of meddling, I think bilateral relations have to be cared for and that’s a very sensitive issue."
